NOTICE OF RATE INCREASE EFFECTIVE JANUARY 1, 2026

Members,

As you probably already know, the City of Durant and Bryan County Rural Water, Sewer and Solid Waste Management District No. 2, Bryan County, Oklahoma (the “District) have experienced a rapid increase in population.  As of August 2023, the District was forced to place a moratorium on subdivisions, duplexes, apartment complexes, etc. For the District to continue to provide reliable water service to our current and future members, we must upgrade our infrastructure.  The District has developed plans to (i) build a new water storage tank, (ii) complete a new water well, (iii) expand our existing water treatment plant, and (iv) upgrade our raw water pump station (collectively, the “Project”) which will take several years to complete.  We have been actively applying for grants and looking at other resources to help fund the Project which is currently estimated to be a total cost of approximately $40,000,000.00.  The portion of the Project not funded with grant money is contemplated to be funded through a federal loan program over a 40-year repayment period. In years past we have tried to keep our water bills as low as possible.  For us to be able to meet our loan obligations we are forced to raise the monthly minimum fee. As we are moving closer to funding this Project, we will be implementing a $3.00 per month per member rate increase that will be reflected in your January 2026 billing statement.  We will continue to evaluate rates as we get more definitive cost and operational numbers related to the Project.  As always, our goal will be to provide reliable service to our members at the lowest possible cost.
